Shen: Reform and the rule of law are mutually reinforcing and go hand in hand. On the surface, reform implies "breaking" and "changing", while the rule of law implies "establishing" and "fixing", which seem to be contradictory. However, in essence, reform and the rule of law are a dialectical unity of "breaking" and "establishing", "changing" and "fixing". Various reforms and new policies in history have been closely linked to legislation and the establishment of systems. The practice of China's reform and opening up also shows that the realization of the rule of law is inseparable from the promotion of reform, and the deepening of reform also inevitably requires the guarantee of the rule of law.
