Communiqué of the Third Plenary Session of the 20th Central Committee of the Communist Party of China
The 3rd Plenary Session of the 20th Central Committee of the Communist Party of China was held in Beijing from July 15 to 18, 2024. 199 members and 165 alternate members of the Central Committee attended the session. Members of the Standing Committee of the Central Commission for Discipline Inspection and leading officials of relevant departments were present in a non-voting capacity. Some delegates to the 20th Party Congress were from grassroots units, and experts and scholars were also present in a non-voting capacity. The session was presided over by the Political Bureau of the Central Committee. Xi Jinping, general secretary of the Central Committee, made an important speech.
The plenary session heard and discussed the work report delivered by Xi Jinping on behalf of the Political Bureau of the Central Committee and reviewed and adopted the Decision of the CPC Central Committee on Further Comprehensively Deepening Reform and Advancing Chinese-style Modernization. Xi Jinping provided explanations for the draft decision.
The plenary session fully affirmed the work of the Political Bureau of the Central Committee since the Second Plenary Session of the 20th CPC Central Committee. It agreed that in the face of a complex and challenging international environment and arduous and heavy domestic reform, development and stability tasks, the Political Bureau has earnestly implemented the spirit of the 20th Party Congress and the First and Second Plenary Sessions of the 20th CPC Central Committee, fully and accurately implemented the new development philosophy, adhered to the general principle of pursuing progress while ensuring stability, coordinated the overall layout of the "five-sphere integrated plan" and the coordinated promotion of the "four-pronged comprehensive strategy", coordinated development and security, focused on promoting high-quality development, further promoted and planned comprehensively deepening reform, solidly advanced socialist democracy and rule of law, continuously strengthened publicity, ideological and cultural work, earnestly ensured people's well-being and ecological and environmental protection, resolutely safeguarded national security and social stability, forcefully advanced national defense and military construction, continued to advance work related to Hong Kong, Macao and Taiwan, deeply promoted major-country diplomacy with Chinese characteristics, persevered in exercising full and rigorous self-governance, achieved economic recovery and growth, and made solid steps in building a modern socialist country in all respects.
The plenary session highly evaluated the successful practice and great achievements of comprehensively deepening reform in the new era, studied the issue of further comprehensively deepening reform and advancing Chinese-style modernization, and considered that the current and coming period is key to comprehensively advancing the building of a strong country and the great rejuvenation of the Chinese nation through Chinese-style modernization. Chinese-style modernization has continuously advanced reform and opening up and will surely open up broad prospects in reform and opening up. Faced with the complex international and domestic situation, the new round of scientific and technological revolution and industrial transformation, and the new expectations of the people, we must consciously put reform in a more prominent position and center around advancing Chinese-style modernization to deepen reform further comprehensively.
The plenary session stressed that to further comprehensively deepen reform, we must uphold Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the important thought of the "Three Represents", the Scientific Outlook on Development, fully implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, deeply study and implement General Secretary Xi Jinping's series of new ideas, new viewpoints and new conclusions on comprehensively deepening reform, fully and accurately implement the new development philosophy, adhere to the general principle of pursuing progress while ensuring stability, adhere to emancipating the mind, seeking truth from facts, keeping pace with the times and being realistic and pragmatic, further liberating and developing social productive forces, stimulating and enhancing social vitality, coordinating the overall domestic and international situations, coordinating the promotion of the "five-sphere integrated plan" and the "four-pronged comprehensive strategy", taking economic system reform as the guide, taking promoting social fairness and justice and enhancing people's well-being as the starting point and foothold, paying more attention to systematic integration, paying more attention to highlighting key points, paying more attention to the effectiveness of reform, promoting the better adaptation of the relations of production to the development of productive forces, the superstructure to the economic base, and the modernization of the national governance system and governance capabilities, so as to provide a strong driving force and institutional guarantee for Chinese-style modernization.
The plenary session pointed out that the overall goal of further comprehensively deepening reform is to continue improving and developing the socialist system with Chinese characteristics and advancing the modernization of the national governance system and governance capabilities. By 2035, we will fully establish a high-standard socialist market economy system, further improve the socialist system with Chinese characteristics, basically realize the modernization of the national governance system and governance capabilities, and basically achieve socialist modernization, thus laying a solid foundation for comprehensively building a modern socialist country by the middle of this century. We should focus on building a high-standard socialist market economy system, focus on developing a whole-process people's democracy, focus on building a strong socialist culture, focus on improving people's quality of life, focus on building a beautiful China, focus on building a higher-level safe China, focus on improving the Party's leadership and long-term governance capacity, and continue to push reform forward. By 2029, the 80th anniversary of the founding of the People's Republic of China, the reform tasks set out in this decision will be completed.
The plenary session stressed that to deepen reform further comprehensively, we must summarize and apply the valuable experience gained since reform and opening up, especially in comprehensively deepening reform in the new era, and implement the principles of upholding the Party's overall leadership, putting the people at the center, upholding integrity and innovation, taking the development of systems and mechanisms as the main line, comprehensively advancing law-based governance, and upholding a systematic approach.
The plenary session made systematic plans for further comprehensively deepening reform, stressing building a high-standard socialist market economy system, improving the systems and mechanisms for promoting high-quality development, building systems and mechanisms supporting comprehensive innovation, improving the macro-economic governance system, improving the systems and mechanisms for integrated urban-rural development, improving the systems and mechanisms for high-standard opening up, improving the system of whole-process people's democracy, improving the socialist rule of law system with Chinese characteristics, deepening reform of cultural systems and mechanisms, improving the systems for ensuring and improving people's well-being, deepening reform of the ecological civilization system, advancing the modernization of the national security system and capacity, continuing to deepen reform of national defense and the military, and improving the Party's leadership over further comprehensively deepening reform and advancing Chinese-style modernization.
The plenary session proposed that a high-standard socialist market economy system is an important guarantee for Chinese-style modernization. We must give better play to the role of market mechanisms, create a more equitable and dynamic market environment, achieve optimal allocation and maximum benefit of resources, "letting the market play a decisive role" while "letting the government better fulfill its role", better maintain market order, make up for market failures, keep the national economy operating smoothly, and stimulate the endogenous dynamism and innovative vitality of the whole society. We will unswervingly consolidate and develop the public sector of the economy, unswervingly encourage, support, and guide the development of the non-public sector, ensure that enterprises under all forms of ownership have equal access to factors of production in accordance with the law, compete on a level playing field and receive equal protection under the law, and promote the complementary and coordinated development of the economies under all forms of ownership. We will build a unified national market and improve the basic institutions of the market economy.
The plenary session proposed that high-quality development is the primary task in building a modern socialist country in all respects. We must be guided by the new development philosophy in deepening reform, base ourselves on the new development stage, deepen supply-side structural reform, improve the mechanism for promoting high-quality development through incentives and constraints, and foster new growth drivers and strengths. We will improve the systems and mechanisms for developing new and higher productivity based on local conditions, improve the institutions for promoting the deep integration of the real economy and the digital economy, improve the systems and mechanisms for developing the service sector, improve the systems and mechanisms for building modern infrastructure, and improve the institutions for enhancing the resilience and security of industrial and supply chains.
The plenary session proposed that education, science and technology, and talent are the fundamental and strategic supports for Chinese-style modernization. We must thoroughly implement the strategy of invigorating the country through science and education, the strategy of strengthening the country through talent and the strategy of innovation-driven development, make overall plans to promote integrated reforms of the systems and mechanisms for education, science and technology, and talent development, improve the new system for mobilizing the resources nationwide, and enhance the overall efficacy of the national innovation system. We will deepen comprehensive education reform, deepen reform of the science and technology system, and deepen reform of the system and mechanisms for talent development. The plenary session proposed that scientific macroregulation and effective government governance are inherent requirements for bringing into play the advantages of the socialist market economy. We must improve the system of macro-control, coordinate the promotion of reforms in key areas such as finance and taxation, and enhance the consistency of macro policies. We will improve the national strategic planning system and the mechanism for coordinating policies, deepen reform of the fiscal and taxation systems, deepen reform of the financial system, and improve the mechanisms for implementing the strategy of coordinated regional development.
The plenary session proposed that integrated urban-rural development is an inevitable requirement of Chinese-style modernization. We must make overall plans for the new type of industrialization, urbanization, and rural revitalization, comprehensively improve the level of urban-rural planning, construction, and governance integration, promote equal exchange of factors of production and two-way flow between urban and rural areas, narrow the gap between urban and rural areas, and promote common prosperity and development of urban and rural areas. We will improve the systems and mechanisms for advancing new urbanization, consolidate and improve the basic rural operation system, improve the systems for supporting agriculture, benefiting farmers and enriching rural areas, and deepen reform of the land system.
The plenary session proposed that opening up is a distinct feature of Chinese-style modernization. We must adhere to the fundamental state policy of opening up, uphold opening up to promote reform, rely on our country's huge market advantages, enhance our opening-up capacity through expanding international cooperation, and foster a new system of open economy of higher standards. We will steadily expand institutional opening-up, deepen reform of the foreign trade system, deepen reform of the management system for foreign investment and outbound investment, optimize the layout of regional opening-up, and improve the mechanisms for promoting high-quality Belt and Road cooperation.
The plenary session proposed that developing a whole-process people's democracy is an essential requirement of Chinese-style modernization. We must unswervingly follow the path of socialist political advancement with Chinese characteristics, uphold and improve our country's fundamental, basic and important political systems, enrich democratic forms at all levels, and translate into practice in all aspects of the country's political and social life the principle of the people running the country. We will strengthen the development of institutions for the people running the country, improve the mechanisms of consultative democracy, improve the institutions of primary-level democracy, and improve the work pattern of the united front. The plenary session proposed that the rule of law is an important guarantee for Chinese-style modernization. We must comprehensively implement the Constitution, safeguard its authority, promote coordinated reforms in legislation, law enforcement, the judiciary, and law observance, improve the mechanism for ensuring equality before the law, promote the socialist spirit of the rule of law, uphold social equity and justice, and advance law-based governance in all areas of the country. We will deepen reform in the field of legislation, further advance law-based government administration, improve the systems and mechanisms for impartial law enforcement and judiciary, improve the mechanisms for advancing the development of a rule of law society, and strengthen the development of the rule of law in foreign-related work.
The plenary session proposed that Chinese-style modernization is one in which material and cultural-ethical progress go hand in hand. We must strengthen cultural confidence, develop advanced socialist culture, promote revolutionary culture, carry forward fine traditional Chinese culture, accelerate adaptation to the rapidly developing situation of information technology, foster a large contingent of outstanding cultural professionals, and stimulate the cultural creativity of the whole nation. We will improve the responsibility system for ideological work, optimize the supply mechanisms of cultural services and products, improve the comprehensive governance system for cyberspace, and build a more effective international communication system.
The plenary session proposed that ensuring and improving people's well-being through development is a major task of Chinese-style modernization. We must do everything within our capacity and in light of China's actual conditions, improve the system of basic public services, strengthen the development of inclusive, basic and safety-net public well-being, solve the most pressing, most immediate issues that concern the people the most, and keep meeting the people's ever-growing needs for a better life. We will improve the income distribution system, improve the employment-first policy, improve the social security system, deepen reform of the medical and healthcare system, and improve the population development support and service system.
The plenary session proposed that Chinese-style modernization is one featuring harmony between humanity and nature. We must improve the system of ecological civilization, promote coordination in reducing carbon emissions, cutting pollution, expanding green development, and pursuing economic growth, actively respond to climate change, and accelerate the improvement of systems and mechanisms for realizing the idea that lucid waters and lush mountains are invaluable assets. We will improve the fundamental system of ecological civilization, improve the environmental governance system, and improve the mechanisms for green and low-carbon development.
The plenary session proposed that national security is an important foundation for the steady and sustained development of Chinese-style modernization. We must fully implement the overall national security concept, improve the systems and mechanisms for safeguarding national security, achieve a positive interplay between high-quality development and high-level security, and effectively ensure the country's long-term stability. We will improve the national security system, public security governance mechanisms, social governance system, and mechanisms related to national security in foreign affairs.
The plenary session proposed that modernization of national defense and the military is an important part of Chinese-style modernization. We must uphold the Party's absolute leadership over the people's armed forces, thoroughly implement the strategy of strengthening the military through reform, and provide strong support for realizing the centenary goal of the armed forces as scheduled and basically achieving modernization of national defense and the military. We will improve the leadership and management system and mechanisms of the people's armed forces, deepen reform of the joint operations system, and deepen civil-military integration.
The plenary session stressed that the Party's leadership is the fundamental guarantee for further comprehensively deepening reform and advancing Chinese-style modernization. We must deeply understand the decisive significance of the "two establishes, "strengthen the "four consciousnesses," firmly uphold the "four self-confidence," and ensure the "two upholds", maintain a high degree of self-awareness in the leading social revolution through the Party's self-revolution, persist in running the Party with strict discipline and standards through reform spirit, improve the system of the Party's self-revolution, continuously advance the Party's self-purification, self-improvement, self-reform and self-enhancement, and ensure that the Party always remains the strong leadership core of the cause of socialism with Chinese characteristics. We must uphold the centralized, unified leadership of the Party Central Committee over further comprehensively deepening reform, deepening reform of Party building systems, further advancing the work of improving Party conduct, upholding the integrity and combating corruption, and implementing reforms with perseverance.
The plenary session stressed that Chinese-style modernization is one in which the path of peaceful development is followed. We must unswervingly pursue an independent foreign policy of peace, promote the building of a community with a shared future for humanity, practice the common values of humanity, implement the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative, advocate multi-polarity and economic globalization that is more equal and orderly, and more inclusive and beneficial to all, deepen reform of foreign affairs mechanisms, participate in and lead the reform and development of the global governance system, and resolutely safeguard China's sovereignty, security and development interests.
The plenary session pointed out that studying and implementing the spirit of the session is a major political task for the whole Party and the whole country, both now and in the period to come. We should study and grasp the spirit of the session and deeply understand and grasp the theme, major principles, major measures, and fundamental guarantee of further comprehensively deepening reform. The whole Party should work together to implement the Decision and turn the strategic plans for further comprehensively deepening reform into a powerful force for advancing Chinese-style modernization.
The plenary session analyzed the current situation and tasks and stressed unswervingly achieving the economic and social development goals for the year. We should act on the CPC Central Committee's decisions and plans on economic work, implement the macro policies, actively expand domestic demand, develop new and higher productivity based on local conditions, accelerate the fostering of new drivers for foreign trade, solidly promote green and low-carbon development, effectively ensure and improve people's well-being, and consolidate and expand achievements in poverty alleviation. We should summarize and evaluate the implementation of the 14th Five-Year Plan and make solid preparations for the 15th Five-Year Plan.
The plenary session pointed out that we should balance development and security, thoroughly implement measures to forestall and defuse major risks in key areas such as real estate, local government debts, and small and medium-sized financial institutions, strictly fulfill responsibilities for workplace safety, improve monitoring and control measures for natural disasters, especially floods and waterlogging, tighten the safety net against social risks, and effectively maintain social stability. We should strengthen public communication and effectively guard against and defuse ideological risks. We should effectively respond to external risks and challenges, lead global governance, and actively shape a favorable external environment.
The plenary session stressed that while studying, publicizing, and implementing the spirit of the session, we should strengthen the Party's theoretical and political work and improve the whole Party's Marxist level and ability for socialist modernization. We should improve the system of full and strict Party self-governance, earnestly improve work styles, overcome the stubborn problems of formalities for formalities' sake and bureaucratism, continue to reduce burdens at the grassroots level, further advance the work of improving Party conduct, upholding integrity and combating corruption, and solidly carry out inspection work. We should consolidate and expand the achievements of the Party's thematic education campaigns, deepen the study and education of Party discipline, safeguard the Party's unity and solidarity, and continuously enhance the Party's creativity, cohesion, and combat effectiveness.
In accordance with the Party Constitution, the plenary session decided to admit alternate members of the 19th CPC Central Committee, Ding Xiangqun, Yu Lijun, and Yu Jihong as members of the 20th CPC Central Committee.
It was also decided that Comrade Qin Gang's resignation should be accepted and he should be removed from his position on the Central Committee.
The plenary session deliberated and adopted the report by the CPC Central Military Commission on the serious violations of discipline and law by Li Shangfu, Li Yuchao, and Sun Jinming and endorsed the CPC Central Committee Political Bureau's decision to expel Li Shangfu, Li Yuchao, and Sun Jinming from the Party.
The plenary session called on all Party members, the armed forces, and people of all ethnic groups to more closely rally around the CPC Central Committee with Comrade Xi Jinping at its core, hold high the banner of reform and opening up, pool strength and forge ahead to fully build a modern socialist country, realize the Second Centenary Goal, and use Chinese-style modernization to advance the great rejuvenation of the Chinese nation on all fronts.
